sorry, but that’s not likely to happen anytime soon (if ever)

not only are there so many possibilities and permutations that it will most likely confuse those non-technical users in the first place, but the layouts available will probably also need some tweaking (using css for example) to make them work with the theme used when setting things up
(that’s just off the top of my head, I am sure there would be other things that neede to be considered )

furthermore, there is always a possibility that shortcodes change or – more likely – are added at some point
for instance from version 3.x onwards – when that is released in the not too distant future – you will be able to mix and match layouts for different pages (plus a bunch of other things)
trying to maintain yet another option with the inevitable request for more granularity will take way too much time away from adding other – and in my opinion more useful – additions

lastly, understanding shortcodes is somewhat essential if you want to set up any kind of wordpress site (barring the most basic ones)

that’s not to say I will never look into it, but I just cannot see this happen in the near future
